Urgent Call for Solidarity!

Members of “Academics for Peace” and Education and Science Workers Union (Eğitim-SEN) have been removed from their positions in public higher education institutions permanently!

In January 2016, 2,218 scholars from Turkey signed a petition titled “We will not be a party to this crime,” also known as the Peace Petition. Since then the signatories (“Academics for Peace”) have been subject to heavy pressure and persecution. Hundreds of them have faced criminal and disciplinary investigations, custody, imprisonment, or violent threats. Several academics have been dismissed or suspended, some were forced to resign or leave the country.

Turkey experienced a failed coup attempt on July 15, 2016, and the Turkish government holds the religious group led by the US resident cleric Fethullah Gülen responsible. After the coup attempt, the Government and university administrations have continued targeting the Academics for Peace with the pretext of purging Gülen affiliated individuals from public service.

The latest mass purge came late at night on Thursday, September 1, 2016 via a cabinet decree within the context of the state of emergency rule. More than 41 Peace Petition signatories were deemed “supporters of terrorism” and banned from public service, alongside more than 40,000 public service employees. Note that many of the signatories have already been under administrative investigations for signing the Peace Petition for months, without a conclusion. The dismissal of the signatories overnight with a fait accompli of a State of Emergency decree is a serious violation of their basic human right to fair trial and due process. Dismissed under the conditions of state of emergency, they will neither be able to appeal the decision nor work in public sector for a lifetime; their passports will also be revoked.

This latest attempt to purge Academics for Peace by linking them to coup plotters is outrageous and unacceptable. Government of Turkey is taking advantage of the State of Emergency rule to crack down all critical voices, including those who have no relation to the Gülen organization or the coup attempt. We urgently demand that our colleagues get reinstated to their positions and have their employee rights fully restored.

Please disseminate our call for solidarity in your networks. Ask your college, university, professional organization, or union to publish a statement in support of academics in Turkey, and send it to government and university officials in Turkey.

Appel urgent à la solidarité

 

Des membres des « Universitaires pour la Paix » et du Syndicat des Travailleurs de l’Enseignement et de la Recherche (Eğitim-SEN) ont été définitivement chassés de leurs postes dans des établissements d’enseignement supérieur.

En janvier 2016, 2.218 universitaires et chercheurs de Turquie ont signé le texte « Nous serons pas complices de ce crime », également connu sous le nom de Pétition pour la Paix. Depuis, les signataires (les « Universitaires pour la Paix ») ont fait l’objet de fortes pressions et de poursuites judiciaires. Plusieurs centaines d’entre eux ont fait l’objet d’enquêtes criminelles et disciplinaires, ont été mis en garde à vue, emprisonnés, lourdement menacés. Plusieurs universitaires ont été révoqués ou suspendus, certains ont été contraints de démissionner ou de quitter la Turquie.

Le 15 juillet 2016, une tentative de coup d’État en Turquie a échoué ; le gouvernement turc en tient pour responsables le groupe religieux du clerc Fethullah Gülen, résidant aux USA. Depuis le 15 juillet, le gouvernement et les autorités universitaires poursuivent les Universitaires pour la Paix, sous le prétexte de purger le service public des « gülenistes ».

Un décret gouvernemental justifié par l’état d’urgence a autorisé la dernière purge d’envergure en date, dans la nuit du 1er au 2 septembre 2016. Plus de 41 signataires de la Pétition pour la Paix ont été accusés d’être des « soutiens du terrorisme » et chassés du service public, en même temps que plus de 40.000 fonctionnaires. Nombre des signataires faisaient déjà depuis plusieurs mois l’objet d’enquêtes administratives pour avoir signé la Pétition pour la Paix, enquêtes qui n’ont pas abouti. La révocation, en une nuit, des signataires par le fait accompli d’un décret de l’état d’urgence est une grave violation de leurs droits incompressibles à un procès équitable et à une procédure régulière. Révoqués du fait de l’état d’urgence, ils ne pourront pas faire appel, et il leur sera interdit leur vie durant  de  travailler dans la fonction publique ; leurs passeports leur seront retirés.

Cette manœuvre visant à se débarrasser des Universitaires pour la Paix en les liant aux instigateurs du complot est scandaleuse et inacceptable. Le gouvernement turc se sert de l’état d’urgence pour bâillonner toutes les voix critiques, y compris celles qui n’ont aucun rapport avec l’organisation Gülen ou les organisateurs du coup d’État. Nous demandons que nos collègues soient réintégrés dans leurs fonctions et retrouvent l’intégralité de leurs droits de salariés.

Nous vous demandons de faire circuler dans vos réseaux notre appel à la solidarité. Demandez à vos collègues, votre université, vos organisations professionnelles et syndicats de rendre publique une déclaration de solidarité avec les universitaires et chercheurs de Turquie, et de l’envoyer au gouvernement et aux autorités universitaires de Turquie.

Appello urgente per la SOLIDARIETA’ !

I membri di Accademici per la Pace e i lavoratori del sindacato della pubblica istruzione e delle Scienze (Eğitim-SEN) sono stati rimossi dal loro ruolo nelle istituzioni pubbliche dell’istruzione superiore in modo permanente!

Nel mese di gennaio 2016, 2.218 studiosi turchi hanno firmato una petizione dal titolo "Non saremo parte di questo crimine", nota anche come la Peace Petition. Da allora i firmatari (Accademici per la pace) sono stati sottoposti a forti pressioni e persecuzioni. Centinaia di loro hanno affrontato indagini penali e disciplinari, detenzione o minacce di violenza. Diversi studiosi sono stati licenziati o sospesi, alcuni sono stati costretti a dimettersi o lasciare il paese.

La Turchia ha subito un tentativo fallito colpo di stato il 15 luglio 2016, e il governo turco sostiene che il gruppo religioso guidato dal religioso residente negli Stati Uniti, Fethullah Gülen, sia responsabile. Dopo il tentativo di colpo di stato le amministrazioni e le università hanno continuato a prendere di mira gliAccademici per la Pace con il pretesto di epurare gli individui affiliati a Gülen dal servizio pubblico.

L'ultima purga di massa è arrivata nella tarda notte di giovedì 1 Settembre 2016, con un decreto del governo nel quadro dello stato di emergenza. Più di 41 firmatari della Peace Petition sono stati ritenuti "sostenitori del terrorismo" e banditi dalla pubblica amministrazione, insieme ad altri 40.000 dipendenti del servizio pubblico. Si noti che molti dei firmatari sono già stati sotto indagini amministrative per la firma del Petizione Pace, per mesi, senza alcuna conclusione.

Il licenziamento dei firmatari durante la notte come fatto compiuto di un decreto dello Stato di emergenza è una grave violazione del loro diritto umano fondamentale a un processo equo e giusto. Espulsi in nome dello “stato di emergenza” non possono essere in grado di far alcun ricorso in sede giudiziaria e per tutta la vita non potranno mai più avere un lavoro nella pubblica amministrazione; inoltre i loro passaporti sono stati revocati.

Quest’ultimo tentativo di eliminare gli Accademici per la Pace, collegandoli a golpisti è scandaloso e inaccettabile. Il governo turco sta approfittando dello stato di emergenza per reprimere tutte le voci critiche, compresi coloro che non hanno alcuna relazione con l'organizzazione Gülen o il tentativo di colpo di stato. Chiediamo urgentemente che i nostri colleghi siano reintegrati nelle loro posizioni e che i loro diritti di lavoratori siano completamente restituiti.

Si prega di diffondere il nostro appello per la solidarietà nelle vostre reti. Chiediamo alla vostra istituzione accademica o organizzazione professionale, o sindacato di pubblicare una dichiarazione a sostegno degli accademici in Turchia e inviarla a funzionari governativi e universitari in Turchia.
